Levelling the Playing Field in the Age of AI: Why Small Legal Teams Can Win Big

There’s a persistent myth in legal circles that AI is a game for the big players. Deep pockets, sprawling data lakes and armies of technologists are seen as prerequisites – yet only 54% of legal departments have piloted AI in at least one function. Smaller firms and in-house teams move faster, experiment more freely and swipe the bureaucratic drag that hobbles larger institutions. A smaller firm’s close proximity to real problems means they can apply AI in immediately useful ways.

Take, for instance, a three-person legal team at a fintech scale-up I know of. Charged with drafting and negotiating SaaS and general commercial terms, they deployed GenAI via a tightly scoped playbook and a handful of precise prompts. Within weeks, contract turnaround time was cut in half: no external counsel, no heavyweight infrastructure. Deloitte found similar in-house teams saw a 30% improvement in contract lifecycle management in under six months.

Remarkably, this team also reduced its overall “speed to close” by roughly 35%, accelerating revenue recognition and freeing up bandwidth for strategic work. That mirrors broader industry estimates suggesting GenAI can save lawyers up to 260 hours per year, time traditionally swallowed by repetitive drafting, clause comparison and version control.

A 2025 Legal Business/Thomson Reuters survey of 150 UK GCs echoes the trend: 11% have fully implemented generative AI in daily practice, 37% are piloting or rolling out and 35% have yet to start. Common AI applications include:

  • Contract lifecycle management
  • E-discovery and case management
  • Legal research
  • Compliance monitoring
  • Automation and intake

Yet only 45% of in-house teams have a formal AI or law-tech policy, and 97% say they lack sufficient staffing resources, fuel for the “do more with less” fire.

Smaller outfits aren’t just capable of using AI – they are uniquely positioned to do so with agility, purpose and impact. The notion that innovation must be expensive or complex is a myth often perpetuated by those with a vested interest in the status quo. Ironically, many of those large incumbents carry heavy tech debt when migrating to AI-enabled workflows. Tech debt here is the accumulated cost of quick-fix solutions over sustainable, scalable systems – it’s the price of speed today that becomes inefficiency tomorrow. Leaner teams can leapfrog legacy constraints and build AI-native workflows from scratch.

Too many AI adoption efforts stall – not for lack of technology, but because fear and inertia dominate. A LexisNexis survey in September 2025 found only 17% of lawyers say AI is fully embedded in strategy and operations, while 66% describe their AI culture as slow or non-existent. Data privacy, governance and hallucination concerns are real but surmountable. What truly stalls progress is a lack of trust and an unwillingness to challenge outdated norms.

The tide is turning. While big firms build castles of compliance, small teams are building bridges to business impact. Stretch limited resources, deliver meaningful value and focus on three pillars: Data, Finance and Talent. Trust underpins all three. Without it, nothing sticks so let’s look how to build each of these pillars below.

Data Resources: From Liability to Leverage

AI runs on data. That much is obvious. Yet many smaller teams still operate with fragmented systems and a fear-first culture hold many teams back. Gartner found companies with formal data-governance frameworks are 1.8× more likely to report positive ROI from AI pilots.

This mindset must change. AI isn’t magic. It’s a sophisticated way of working with information. Legal professionals do not need to code, but they must become comfortable with data.

One example I know of is a boutique employment law firm that used a simple data-mapping exercise to spot themes in tribunal claims. Feeding anonymised summaries into GenAI generated tailored advice templates, improving consistency and saving over 50 hours of drafting each quarter.

To tackle data without building a policy cathedral, ask yourself:

  • What data do you have?
  • What do you need?
  • Where does it come from?
  • How do you govern it without creating a PDF graveyard?

Next, run a simple (and we mean simple) data audit, test GenAI outputs on anonymised examples and build lightweight governance that enables experimentation. Technology strategy must align with business goals. Interoperability and scalability are survival tactics, not buzzwords. Pilot projects will boost confidence without blowing budgets.

Financial Resources: Making Modest Budgets Work Hard

Small budgets don’t mean small ambition. McKinsey finds organisations treating AI as a strategic priority see a 1.2% annual productivity bump.

Smaller teams should look closely at build-versus-buy decisions. No-code and low-code platforms allow non-technical teams to experiment without relying on external consultants, while AI-as-a-Service scales without hefty upfront spend.

For example, a Series B health-tech legal team adopted a subscription-based GenAI contract-review tool for under the cost of one junior hire. The result: 40% faster reviews, clearer risk flags and more time for strategic (fun) work.

Whether to account for the development through Capex or Opex is a balancing act. The right model depends on risk appetite and growth plans. Whatever route is chosen, return on investment (ROI) must be tracked early. Small wins matter. They build momentum and justify the next step.

Smaller teams also tend to have flatter hierarchies, which makes it easier to share knowledge and embed new practices quickly. Their size allows for more direct communication and faster feedback loops – critical ingredients for successful AI adoption.

Career planning matters too. As technology evolves, so do roles. Firms should be thinking now about what the legal team of 2028 looks like and how to get there without burning out the people they already have.

AI adoption does not happen by accident. It requires a bargain between individuals and the organisation. Who leads? Who learns? Who decides what good looks like? Without answers to those questions, even the best technology will gather dust.

One GC’s AI pilot stalled not for tech reasons, but because the team didn’t trust outputs. Introducing guardrails, transparent reviews and a shared definition of acceptable results reignited adoption.

When considering trust consider:
